Kelly's Story

For Kelly, a full calendar means a full life.

Her weeks are filled with piano lessons, art classes, dance, fitness, swimming, and family time. She loves traveling, being outdoors, trying new foods, and using her iPad. On stage or with a new painting, Kelly always shows enthusiasm. Through all these pursuits, her passion shines.

According to her mother, Yun, that joy is constant.

“She’s quite happy usually,” Yun said. “You will always see a smile on her face.”

As Kelly has gotten older, finding activities that match both her interests and support needs has become more difficult. Many recreational opportunities available in childhood became more limited as she entered her teen and adult years. Her family worked hard to find opportunities for her to continue learning, creating, and connecting with others.

That includes one-on-one traditional Chinese dance lessons, where Kelly is working toward eventually performing in her local community. She has also taken piano lessons for more than a decade and performs in two recitals each year.

Art has become another major outlet. Kelly works with a neighborhood art instructor and has created dozens of pieces that now fill her family’s home. Her artwork is framed throughout the house, reflecting years of creativity and growth.

For Kelly’s family, these opportunities are about more than hobbies. They create structure, confidence, and meaningful experiences that help Kelly stay connected to her community.

“I just want Kelly to not miss too much,” her mother said.
Recognizing these challenges, that’s where DCBDD has played an important role.

Kelly has been connected to DCBDD services since early childhood. DCBDD has provided assistance by helping her family identify and access activities, funding, and resources that support Kelly’s growth and participation. As her needs have changed over the years, her family has worked closely with DCBDD staff to ensure Kelly’s continued involvement in the activities she enjoys while planning for her future. Those supports have helped make opportunities possible that may have otherwise been out of reach for her family.

Now, Kelly is participating in a school transition program while preparing for adulthood. Her family hopes she can continue building a life filled with purpose, friendships, and opportunities to contribute.

Yun hopes Kelly will find meaningful work, build strong relationships, and stay engaged with the world around her.

For now, Kelly continues doing what she loves most: creating art, performing, traveling with her family, and embracing every opportunity to try something new.

She highlights community events, advocacy efforts, and everyday practices that move us beyond compliance toward truly welcoming and accessible spaces for all.

“Awareness is not a moment, it is a movement…and when people with developmental disabilities have equitable access to opportunities, our entire community is stronger, more innovative, and more connected.”

Community Resources

Blue Envelope Program

The Delaware County Board of Developmental Disabilities Blue Envelope Program is a simple tool designed to support safer, more effective communication between individuals with developmental disabilities and law enforcement. The blue envelope holds important documents and key information, such as communication preferences or emergency contacts, that can be shared during a traffic stop or other interaction.

This program is a partnership with local law enforcement agencies to promote understanding, reduce stress during encounters, and help ensure everyone’s safety. Blue envelopes are free and available at several locations throughout Delaware County.

Keith's Law

Keith’s Law is an Ohio law designed to improve safety and communication between individuals with disabilities and first responders during emergencies. It created a voluntary, statewide database that allows individuals or families to share important information, such as communication needs, medical considerations, or behavioral supports, ahead of a crisis.

When a 9-1-1 call is made, this information can be accessed by emergency personnel, helping them better understand the person’s needs and respond more safely, effectively, and compassionately.

Keith’s Law builds on Ohio’s earlier Communication Disability Law by expanding the database to include individuals with a wide range of disabilities, not just communication-related needs. Participation is optional, and information is kept confidential.
