Background Checks
All providers must have an Ohio BCI background check.

Providers who have NOT lived in Ohio for the past 5 or more years, must ALSO have a Federal FBI background check.

BCI and FBI checks are available at the DCBDD offices. Check the website calendar for BCI/FBI Background Check Hours or Provider Coordinator Drop In Hours.

In order to obtain a background check from DCBDD you must:
Stop by the office during Provider Coordinator Drop In Hours or BCI/FBI Background Check Hours or make an appointment. These dates/times may be found on our website calendar.

  1. Bring your driver's license or state ID.
  2. Bring verification of your social security number. (your social security card, W2s or 1099) are acceptable forms of documentation.
  3. Bring cash in exact change.
Background checks will NOT be performed without proper identification and payment.

The cost of the Ohio background check is $22.00.
The cost of the Federal FBI background check is $30.00.




Become an I/O Level 1 or SELF Waiver Provider
Get started right away. This process will take some time. In order to provide I/O, Level 1 or SELF Waiver services, each provider must be certified by the Ohio Department of Developmental Disabilities (DODD). The Delaware County Board of Developmental Disabilities (DCBDD) is committed to supporting providers through the certification process. Don't be hesitant to call if you need assistance.

When applying for certification, you will need to submit an application and proof you have met all initial requirements for certification. Follow these steps to obtain your Waiver certification.

Step 1 — Obtain/Complete Certification Requirements

Obtain the appropriate Background Checks. If you have reports from The Ohio Bureau of Criminal Identification and Investigation that are current within the last 12 mos, you do not need to complete new background check(s).

Obtain First Aid and CPR certification. If you have current certification, there is no need to take an additional class. Online classes are not accepted.

Complete the required 8hrs of initial training for new providers. The 8hr training is available through DCBDD, ceucertificates.com and oacbdd.org or check with your local County Board of DD.

Step 2 - Submit your application for certification online
Once you have obtained/completed the certification requirements, you must submit your certification application through the DODD website at www.dodd.ohio.gov

In order to do this you will need a computer, and printer. A scanner will also be helpful in order to scan and upload your documents, however these may also be sent via US mail or fax.

You may find written instructions on Applying for Initial Certification in our Provider Training and Resources section. Should you have questions after reviewing the written instructions, please feel free to stop by during Provider Coordinator Drop in Hours or make an appointment with our Provider Coordinator.

Once you submit your application on-line, DODD will respond to you within 45days. DODD will communicate directly with you, not the county board. You will receive both "initial" and "final" approval notices via e-mail. Be sure to forward your final approval notice to our Provider Coordinator.

Step 3 - Register Your Provider Information

If you have become a waiver provider for a particular family/individual and do NOT plan to serve additional individuals, forwarding your final approval notice to our Provider Coordinator, along with the name of the individual you will be working with is your last step in this process.

If you are open for new business, would like to serve multiple individuals, work with individuals whose services are locally-funded and advertise on our website; you must enter into a contract for locally-funded contract services. In order to secure a contract, each provider must submit a registration packet. Registration packets may be found in our Provider Training and Resources section and may be submitted in person, via fax, email or US mail.

***Providers of Informal Respite for Family Members*** If you will be providing Informal Respite to a family member ONLY, the certification process is slightly different. Please view/print this information from our Provider Training and Resources section.




Become a Contracted Occupational, Physical or Speech Therapy Provider
In order to become a contract OT, PT or ST provider, each therapist must enter into a contract for locally-funded services. DCBDD is committed to supporting providers through the contract process. Don't be hesitant to call if you need assistance.

Billing
Billing for I/O and Level 1 Waiver Services:
DCBDD offers Medicaid Waiver Billing Training to help new providers learn to bill and current providers brush up on their skills. This training covers PAWS, the Individual Support Plan, Service Documentation and Billing.

All training is provided at our Columbus Pike location.

Contracts for Locally-funded Services
DCBDD is not a provider of service. DCBDD contracts with providers of specialized services in order to meet the needs of the individuals we serve. Specialized services include Homemaker/Personal Care, Transportation, Day Habilitation, Vocational Services, Occupational, Physical, Speech and Non-traditional therapies. We also contract for Behavior Specialists, Psychological and Counseling Services including those provided by an LISW or LSW.




Rules and Laws – the Ohio Department of Developmental Disabilities
"Rules and Laws" refers to the Ohio Administrative Code (OAC) that governs how services are to be provided and carried out within the developmental disabilities system in Ohio. All independent providers, staff of agency providers, county boards and state department employees are subject to the requirements of these Rules and Laws. The Rules and Laws are considered attachments to the DCBDD contract for locally-funded services. To read the Rules in effect please visit the DODD website at www.dodd.ohio.gov/rules.

Marketing Yourself
Providers who hold a contract for locally-funded services have the opportunity to advertise on the DCBDD website. This is a free opportunity for you to showcase your skills and the services you provide. We call the advertisements Marketing Statements. Marketing Statements may be a brochure or up to two 8.5 X 11 pages and may be submitted via email or US Mail.




Medication Administration
Providers responsible for giving medications to an individual who lives on their own, and who do not fall under family delegation, are required to hold complete a Medication Administration Certification initial course and maintain their certification by completing an annual renewal course.

Providers responsible for giving medication to an individual who lives at home with their family may give medication without certification under Family Delegation.
All staff of agency providers are required to hold current Medication Administration certification.

Provider Network Meetings
Provider Network Meetings are for all providers. Learn new things, get your questions answered, network with other providers and more.
No RSVP required. All meetings are held at our Columbus Pike location. Check the DCBDD website calendar for dates/times.




Provider Selection Process
The provider selection process follows Free Choice of Provider, which is rule set by the Department of Developmental Disabilities that governs how provider selection should work at county boards. Free Choice of Provider says everyone should be free to choose who they would like to provide the services they need. As a Level 1 or I/O Waiver provider, your name and contact information is searchable through the DODD website. As a contracted provider with Delaware County Board of Developmental Disabilities (DCBDD) your name and contact information may be posted on our website. Individuals may choose to search the DODD or DCBDD websites for providers or they may choose to send out an email alert to providers about the services they are requesting to find a willing and available provider. Provider This Week is a weekly newsletter sent to contracted providers. The newsletter is sent via email through Constant Contact ®, a web-based email/communication system. Provider This Week is a great way to be in-the-know about what is going on in Delaware and surrounding counties.

RFPS - Request for Provider RFPs are email notifications and website postings which contain a short explanation of an individual and the services he/she is seeking. Individual's may choose to send out an RFP rather than view and contact providers from the DODD or DCBDD websites.

Service Documentation
